The Master Framework:-
 Namami Gange Programme:-
Launched to comprehensively clean and protect the National River Ganga and its tributaries, the program works under two fundamental visions.
Nirmal Dhara (Unpolluted Flow):- Ensuring zero or minimal discharge of untreated domestic sewage and industrial effluents into the river system. 
Aviral Dhara (Continuous Flow):- Maintaining the natural ecological and geological flow necessary to sustain the river's self-purifying capacity. 
Key Strategic Pillars of the Roadmap
To make the river basin pollution-free, actionable master plans focus on a multi-pronged approach-
Sewage & Waste Infrastructure:- Developing and upgrading Sewage Treatment Plants (STPs) to actively stop domestic wastewater from directly outfalling into the riverbed.
Industrial Effluent Monitoring:- Mandating strict regulations, online tracking systems, and pushing toward Zero Liquid Discharge (ZLD) systems for highly polluting industries. 
Tributary Management: -
Recognizing that the health of the Ganga depends on its network, extensive focus is given to cleaning major tributaries (such as the Yamuna, Gomti, and Ramganga).
Rural & Local Initiatives: -
Implementing solid waste management in riverbank villages—often designated as Ganga Grams—to stop surface runoff and plastic disposal. 
Execution Framework
Administratively, these master roadmaps are deployed via a tiered hierarchy managed by the National Mission for Clean Ganga (NMCG). District-level administrations (District Ganga Committees) monitor local drains, enforce strict disposal bans, and trace pollution origins locally to ensure the broader regional roadmap succeeds.
